The fir iaruranc compan doing business in North Car olina have announced aa. agreement to. change the beais ol eommiaaiona paid to agents in North Carolina from a fif teen per rent, flat rate to a teak of commissions from fifteen to twenty-five per cent, according to risk, this to be effective May 1, but the State Commie sioner of Insurance, Jamea R. Young, announced today a ruling that under section 3491 of the 1905 Reriaal the reg ulation under which this change la pro mulgated ia illegal and inoperative in thir State, in that the section cited makes it unlawful for any fire insurance company to exa an gir--uj-iifc iron an agent that he will not accept an agreement with any other company for a different baais of compensation.
